Joseph "Scott Love" Penn passed away on December 28, 2020 at the young age of 79 in East St. Louis, Illinois. Born to Seretha Coulter on February 9th, 1941 in the great state of Mississippi. Joseph accepted Christ at an early age. Joseph was raised in East St. Louis, Illinois where he attended East St. Louis School District 189 and graduated from Lincoln Senior High School. Joseph was a decorated Vietnam Veteran serving the United States Army for 14 years. During his service career he was honored with Army Commendation Medals: Purple Heart; Good Conduct Medal Bronze Clasp W/1 Loop; National Defense Service Medal; Vietnam Service Medal; Republic of Vietnam Campaign Medal w/DEVICE 1960 and more.

His hobbies included DJ'ing his record collections and capturing moments and memories with his cameras. He loved to play music especially gospel, jazz and blues.
Joey, as we know him or (Sonny, Uncle Joey, Joe Penn and dad) was a loving brother and supportive father. More commonly known as "Scott Love", this name would stand out so much over the past three years with people that he would meet, that many of his acquaintances believed that this was his real name. He always had a glowing smile to share, a joke to tell and deliver a firm hand shake. He kept people rolling in laughter because he could find the humor in the most mundane life circumstances. Joey never met a stranger. Despite the pain, Joseph came out a hero and stayed strong until the end.
Joseph is survived by his wife Jacqueline Penn. Siblings Monroe Coulter, David Coulter (Arabella), Pearlestine Tibbs, Erma Dot Coleman (Robert), Mary Kirksey, Henry Coulter & Patty Coulter. His loving children, Joseph E. Ross (Lorraine), Pierre J. Penn (Miranda) and Tracee D Penn. And beautiful grandchildren Kebra McIntosh, Trinity McIntosh, Kayla Penn, Tyler Penn, Devondre Clemons, Chelsee Thomas & Karleigh Thomas. As well as host of nieces, nephews and cousins to celebrate his life. We will miss your funny sense of humor.
Even though failing health issue took him away from this world, his loving heart is a beacon of light for all of his family and friends. He will be truly missed and stay in love and peace.
