Elnora was born June 24, 1928 to Charlotte and Jack Monigan, Sr. Elnora was a product of the St. Clair County School System. In 1945, while leaving work she met Roscoe Hoover at the bus stop. She married Roscoe on September 21, 1945. To this union four children were born (Marilyn, Sharon and Reginald survived).
She worked in East St.. Louis in retail shops and Boothe's Fisheries in St. Louis, Missouri. Indeed she was a working woman and a family woman raising her children and being an excellent wife and helpmate to her husband.
Elnora loved God and her family and friends, gardening, remodeling her home and helping to upkeep her neighborhood, helping her family and friends.
Elnora was a member of Mount Olive Baptist Church along with other Monigan family members.
Her mother, father, husband, sisters Lillie Mae, Ocidee, Rowena, Sarah, Pearline and brothers, Jack, Jr. and Thurman preceded her in death.
Elnora is survived by daughters, Marilyn Merry, Sharon Greene; stepdaughter, Cynthia Walton; one son, Reginald Hoover; brothers, Irving (Ethel) Monigan and Alonzo (Barbara) Monigan; grandchildren, Meana Ward and Jason Ward; greatgranddaughter, Jessica Davis; great-great granddaughter, Ava Lashon Cypress; and a host of nieces, nephews and friends.
