Constance McCarter was born on September 26, 1977 in Centreville, IL. to the union of Rosanna Tell and Arthur Lee McCarter.  She was preceded in death by both parents.

Constance , better known to family and friends as "Connie" received her education in East St. Louis. Her dream was to go to culinary school and become a professional chef. She worked in management at McDonald's and Church's Chicken. She also did assembly work at various warehouses. She spent the rest of her time being a loving mother and hanging out with family and friends.

Constance departed this life on November 4, 2020 . She leaves to cherish her memory her daughters, Conya Powell (East St. Louis) and Billisha Hughes (South Dakota); her son, Billy Hughes (South Dakota); brothers, Alphonso Dewitt Romious (Fairview Height, IL.), Calvin Tell (Ashley), Lamont Tell and Cornell Tell (Angela Cook) all of East St. Louis, IL; step-sister, Charity Snelling; adopted mother, Brenda Snelling and a host of uncles, aunts, nieces, nephews and cousins.
