Bettie M. Scott was born in East St. Louis, Illinois to the union of George and Hattie Bell (Dunn) Scott. She was born on March 30, 1932. She was a lifelong resident, receiving her education through East St. Louis School District #189. Bettie completed her education at East St. Louis Community College receiving an Associate Degree in Applied Science Law Enforcement.

Bettie worked in the public sector for the city of St. Louis and retired from that position. She then started and operated her tax service serving many clients over the past 30 years. She was a general partner in Tax Savers in St. Louis.

Bettie departed this life on Sunday, December 31, 2017 in Belleville, Illinois. She leaves to cherish her memory her daughter, Gwendolyn Jackson; two grandchildren, Vaughn and Vonique Jackson; niece, Ursula (Rodney) Whitfield; several great grandchildren and great great grandchildren; special friend and neighbor of over 30 years, Mrs. Fannie Hall.
